On November 8, 2017, Immigration, Refugees and Citizenship Canada (IRCC) held another draw for the Express Entry system. For the draw, IRCC indicates as tie-breaking rule October 23, 2017 at 15:58:27 UTC, meaning that, in the event that more than one candidate reached the lowest CRS score, the cut-off is based on the date and time of submission of their Express Entry profiles.
November 8, 2017 at 13:40:54 UTC -- 2 000 invitations -- 458 CRS points minimum: candidates from Federal Skilled Worker, Federal Skilled Trades, Canadian Experience Class, and Provincial Nominee Program eligible to receive invitations to apply for permanent residence.
The draw of November 8, 2017 is the first to operate under a new tie-breaking rule, whereby, in case of multiple candidates reaching the same CRS scores, their profiles are ranked based on the date and time of submission of their Express Entry profiles, with the consequence of profiles that have been longer in the pool being prioritized over newer ones. Following the introduction of the new tie-breaking rule, it is possible that not all candidates reaching the minimum CRS score to be invited in the draw.
