On April 11, 2018, Regulations for the Start-up Visa business class as a permanent immigration program at the federal level came into effect. As such, the pilot program operation under the Ministerial Instructions is no longer active. The Regulations brought only minor changes for the new permanent program, by comparison to the pilot program.

Canada's Start-up Visa Program targets immigrant entrepreneurs with the skills and potential to build businesses in Canada that are innovative, and have the potential to create jobs for Canadians, while being able to compete on a global scale.
